Give him the shawl to find out he is Thall in disguise. From what I read it's the campaign or city manager part I think for both games that's too big a river to cross. It isn't an upgrade, both games have mechanics and game designs that are unique to them. Same here, I keep meaning to file a bug report, but it's not really affecting anything.
